 Form W-2, 1099-R, 1099-MISC, 3K-1 and W2-G Data File Transmission

This is the electronic file transmission site for employers transmitting information returns and wage statements electronically to the Wisconsin Department of Revenue (WDOR).

Please read the instructions below, then click on the ready to transfer link based upon the type of file you are transmitting. On the left side there is the link for the PDF that was created at the Social Security Administration (SSA) website. The link on the right is for all other text files which include EFW2 formatted W-2 files, IRS formatted 1099-R, 1099-M and W-2G files.

Small employers may also file their W-2s electronically.
The Social Security Administration encourages small employers to go to their website and key in their W-2s into an application called Business Services Online (BSO). This service allows employers to enter up to 20 W-2s per session (employers can have multiple sessions if they have more than 20 W-2s). Once the session is complete, a W-2 PDF file is created for all of the employees entered. Employers may then submit that PDF file through the WDOR website using the link below on the left. To register and file your W-2s at the SSA's BSO site and create a file that you can electronically send to the WDOR, click the following link and follow the instructions http://www.ssa.gov/bso/bsowelcome.htm .

Now businesses can submit their K-1s or 3K-1s as a PDF file through our website. Just click on the Ready to Transfer EFW2 option. Select the option K-1s and 3K-1s from the drop down menu. If you have multiple files you may submit them in a zip file. Please do not submit encrypted zip files.

Looking for an address to send your paper Form 1099 or 9b Information Returns?

Currently we do not accept electronic W-2c's. Those may be sent on paper to the WDOR P.O. Box 8920 Madison, WI 53708-8920. However, employers can submit corrected or amended W-2s in an EFW2 file. Just send in the modified W-2s in the file and put a "1" in byte 29 of the “RA” record (the first record) in the file.

Ready to Transfer SSA PDF

Qualification: The link above is for W-2 PDF files that were created at the Social Security Administration's website. Once you create that file at SSA's site then return and transfer that PDF file here. Please see the instructions above if you have questions about creating a W-2 PDF.

Transfer Instructions:

  1. Know where the SSA generated PDF file is on your PC or Network.
  2. Click on the Ready To Transfer link above to begin the transfer process.
  3. In the drop down box, select "W2 PDF"
  4. Make sure that the radio button for the next line which is: "Is this a test file": is checked "No."
  5. On the "Select the File" line, click on the Browse button to locate the W-2 PDF file on your PC or Network.
  6. Then click Transfer to submit your file.
Note: We can only accept PDF files created at the SSA website.
Do not send other document formats or other types of PDFs.

Ready to Transfer EFW2

Qualification: The link above is for employers that are filing forms W-2 and have a file that is in the SSA EFW2 format or if you have Form 1099-R, 1099-MISC and W2-G documents and that are in the IRS file format displayed in IRS publication 1220. You may also transmit K-1s or 3K-1s in a PDF file.

We will be validating the EFW2 files for basic format and data validity errors in accordance with the EFW2 format. If the file is missing certain data or is improperly formatted it will not be accepted.

Transfer Instructions:

  1. Know where the Form W-2, 1099, K-1, 3K-1 or W-2G file is on your PC or Network.
  2. Click on the Ready To Transfer link above to begin the transfer process.
  3. In the drop down box, select either "W-2Data, 1099, K-1s and 3K-1s or W-2G."
  4. Make sure that the radio button for the next line which is: "Is this a test file": is checked "No."
  5. On the "Select the File" line, click on the Browse button to locate the file on your PC or Network.
  6. Then click Transfer to submit your file.
Note: Only files up to 50MB can be accepted. Files larger than 50MB should be zipped or divided into two or more files.

Transmitters may now transmit prior year (2004-2007) or early year (2009) W-2 files. Use the 2008 specifications to format these files. The option is displayed as the last item in the Select File Type: drop down list box as:
"W2 Data Noncurrent Filing Year".
