Final Equalized Values

Today the Wisconsin Department of Revenue (DOR) posted its final 2021 Equalized Values, Tax Incremental District (TID) Values, Net New Construction Report, and County Apportionment Report.

Note: Under state law (sec. 70.57, Wis. Stats.), if a change in value is identified after the certification date, a correction is made the following year.

Statement of Changes in Equalized Values
Includes:

  • 2021 total Equalized Values
  • 2020 total Equalized Values
  • Amount and percent change from 2020
  • Prior year corrections
  • Detailed adjustments to the Equalized Values

Tax Incremental District Values
Includes:

  • 2021 total TID values
  • 2021 value increment
  • 2020 total TID values
  • Amount and percent change from 2020
  • Locally assessed TID values
  • Manufacturing TID values
  • Prior year corrections

Tax Incremental Finance Value Limitation
Includes:

  • TID base year
  • 2021 TID current value
  • 2021 TID value increment
  • 2021 municipal Equalized Values
  • 5 percent, 7 percent or 12 percent test

Net New Construction – Summary
Includes:

  • 2020 Equalized Values
  • 2021 net new construction – amount of net new construction that occurred in calendar year 2020. Note: This may include prior year corrections.
  • Net new construction as a percent of the 2020 Equalized Value. Note: This percent is a factor in levy limit calculations.

County Apportionment
Includes:

  • 2021 Equalized Values reduced by 2020 TID Increment Values
  • 2021 apportionment as a percent of total county value (reduced by total TID increment)
  • 2021 TID Value Increments

Note: DOR also mailed the 2021 Equalized Values to Municipal and County Clerks.
