FEDERAL FUNDING IS AVAILABLE – PREPARE TO FILE NEXT WEEK
The Wisconsin Department of Revenue (DOR) is providing an estimate of the allocations non-entitlement units of government (NEUs) are eligible to receive under the American Rescue Plan Act – Local Fiscal Recovery Fund (LFRF) and a description of the next steps local governments should follow to request funding. NEUs are typically municipalities with a population under 50,000. The distribution of LFRF funds to NEUs will be handled by DOR.
Counties and metropolitan cities will receive their allocations directly from the U.S. Department of Treasury (Treasury). Those units of government can find information about requesting their funds by visiting the
Treasury website.
Payment Estimate
- The state of Wisconsin is responsible for the LFRF distribution to non-entitlement units (typically municipalities with a population less than 50,000)
- The LFRF allocation for each of these municipalities is available on our
Reports web page – under 'American Rescue Plan Act – Local Fiscal Recovery Funds'
- DOR will distribute the allocations to municipalities – more details regarding the timing of distributions will be announced soon
- As required by the American Rescue Plan Act, each applicable municipality will receive 50 percent of its allocation in 2021 and the remaining portion in 2022
Preparing to Request Funding
Municipalities receiving their LFRF distribution from the state of Wisconsin must complete the steps below. DOR will send a communication when Form SL-330: Coronavirus Local Fiscal Recovery Funds Request is available to electronically file (e-file). The form will be available in the coming week.
Steps to take now
- Ensure your district has a valid DUNS number
- A DUNS number is required prior to registering with the SAM database (outlined below)
- Registering for a DUNS number is free of charge

- Click 'View User Info' in the top right corner
- Click 'Edit User Profile' to review and make changes

Information you will need to request funding from DOR
Municipalities will e-file Form SL-330: Coronavirus Local Fiscal Recovery Funds Request within
MyDORGov to request payment from the state of Wisconsin.
Details:
- Form must be e-filed by Municipal Clerk
- When completing the form, you will need:
- Federal Taxpayer Identification Number or Federal Employer Identification Number
- DUNS number
- Total annual operating budget, including general fund and other funds, as of January 27, 2020
- Contact information of Municipal Clerk or Clerk-Treasurer – ensure this information is accurate within their MyDORGov user profile
- Contact information of authorized representative for your municipality (same individual signing the Treasury forms below)
- Completed Treasury forms – signed by an authorized representative

After submitting your request for funding, retain the documents and information described above, as it will be required for your first report to Treasury. More information on the reporting requirements should be forthcoming from Treasury.
