The Wisconsin Department of Revenue (DOR) posted the following 2022 TIF forms and resources to our website. Use the updated forms for 2022 Tax Incremental District (TID) creation and amendment requests.

These resources include changes for 2022:

• TIF Common Questions – note change for 2022: TID contiguity – railroad corridors cannot be used to create contiguity. To include railroad tracks in a TID, they must be bounded by TID parcels. Review Common Questions – Parcels for more information.

  • TID Options near Maximum Life – new flowchart lists choices a municipality has when a TID nears its maximum life
  • Allocation Amendment Fact Sheet – note change for 2022: A TID may be amended to share increment any time before the donor TID terminates

Reminders:

• Legal description of TID boundary – include:
  • Statement excluding wetlands, when applicable
  • The municipality and TID number
• Project plan – make sure:
  • Maps are clear and legible
  • Non-project costs state none or provide a value
  • Mixed-use TIDs explain which parcels are newly platted residential
    • Provide the existing and future uses maps for DOR to confirm the newly platted residential percentage
  • All required information is provided – review Guidelines for Project Plans
