The Wisconsin Department of Revenue (DOR) would like to share the following information.
Wisconsin's Non-Entitlement Units of Local Governments (NEUs) must set up their U.S. Department of Treasury's (Treasury) portal account before they can submit a Project and Expenditure Report.
Get set up today so you are ready when Treasury makes the Project and Expenditure Report available.

Create login.gov account – you'll use this account to access Treasury's portal
- Don't have an account – visit
Login.gov and follow steps to create one
- Already have an account – go to step (b) below

Access Treasury's portal (portal.treasury.gov/compliance/s/)
- Set up designees
- Upload the required three documents:
- Award terms and condition agreement
(signed)
- Assurances of compliance with Title VI of the Civil Rights Act of 1964
(signed)
- Actual budget documents validating the 2020 budget total provided to DOR in Form SL-330

Note: If you can't locate a required document, you still can file a report by submitting the documents you do have and describe which document is missing.

Ensure your SAM registration is active
- Visit SAM.gov to register or renew registration

Note: If you don't have a SAM registration, you can still access Treasury's portal to set up your designees and upload the required documents;
however, you do need the SAM registration to submit your Project and Expenditure Report
