Innovation Planning Grant Application Information

Do you need help creating an innovation plan?
If you are a municipality or tribe with a population not exceeding 5,000 and need help developing an innovation plan, we encourage you to apply for the IPG.

How to apply for the innovation planning grant:
  • E-file the Innovation Planning Grant application (Form SL-400) within MyDORGov
  • Apply by – April 30, 2025
  • Who can apply? – municipality or tribe with a population not exceeding 5,000
What should we use the planning grant funds for?
  • If you have a great idea and need a consultant or additional staffing to develop an innovation plan, apply for this planning grant
  • The innovation plan will detail how your municipality/tribe plans to transfer one or more allowable services/duties to another entity, which will allow your community to apply for the larger Innovation Grant
When will we receive the grant funds?
With the application deadline extended, DOR will review, award, and distribute grant payments monthly through May 2025. For more details on application timeframe and distributions, review our common questions.
  • Remaining distribution periods – March 2025, April 2025, May 2025
  • Award amount – DOR can distribute a maximum of $100,000 for each proposed project, with a total of $3 million available
  • Make your best effort – an IPG award is not contingent on the success of a proposed project plan

IPG Payments

DOR distributed two rounds of IPG payments in January 2025 and February 2025. For payment details, visit our Innovation Planning Grant – Payments web page.
