The Wisconsin Department of Revenue (DOR) would like to inform you of the federal pre-award requirements to receive American Rescue Plan Act – Local Fiscal Recovery Funds.
Entitled Entities – receiving direct payment from the U.S. Department of Treasury
- Includes states, tribal governments, counties and metropolitan cities
- To receive payment, you must have:
- Data Universal Numbering System (DUNS) number – a unique nine-character number used to identify an organization that is issued by Dun & Bradstreet
- Active registration with the System for Award Management (SAM) database at SAM.gov
Next Steps:
- Ensure your district has a valid DUNS number
- DUNS number is required prior to registering with the SAM database (outlined below)
- Registering for a DUNS number is free of charge

- Ensure you have an active SAM registration
- All Federal financial assistance recipients must register on SAM.gov and renew their SAM registration annually to maintain an active status for eligibility to receive Federal financial assistance
- There is no charge to register or maintain your entity SAM registration
- To register or renew – go to SAM.gov

Note: SAM registration can take up to three weeks; delay in registering in SAM could impact timely payment of funds

- Gather your district's payment information, including:
- Entity Identification Number (EIN), name, and contact information
- Name and title of an authorized representative of the entity
- Financial institution information (i.e., routing and account number, financial institution name and contact information)
Non-Entitled Entities – receiving payment from the State of Wisconsin
- Includes local governments that are not metropolitan cities
- To meet reporting requirements, you must have a valid DUNS number
