The U.S. Department of the Treasury (Treasury) is requesting each Wisconsin non-entitlement unit of government (NEU) review and confirm key information. In result, the Wisconsin Department of Revenue (DOR) compiled a
spreadsheet including primary point of contact, authorized representative, and status of the Unique Entity Identifier (UEI) number for each WI NEU.
Each WI NEU received two payments (2021 and 2022) under the American Rescue Plan Act – State and Local Fiscal Recovery funds (ARPA-SLFRF).
As an NEU official, we are asking for your assistance to ensure your municipality's information is current and accurate. DOR will provide the information to Treasury for ARPA-SLFRF purposes.

- Find your municipality using the co-muni code or NEU recipient number
- Review:
- Primary point of contact info (columns E-G)
- Authorized representative info (columns H-I)
- UEI number status (column K)
- If you have updates, email DORLocalRecoveryFunds@wisconsin.gov
- Enter "NEU Contact Information Update" in the subject line
- Include your municipality's co-muni code or NEU recipient number in the email
- Provide any contact information updates
- Provide UEI number if "Missing per Treasury" is listed
- Notify DOR if you are waiting for your UEI number

Reminder – Renew Your SAM.gov Registration Annually
- On April 4, 2022, the federal government stopped using the DUNS Number to identify entities. Instead, entities should use the UEI number created in
SAM.gov.
- If you are registered in SAM.gov – your UEI number is already assigned and is viewable
- New SAM.gov registrants – are assigned a UEI number as part of their registration
- Refer to the
Entity Validation Document guide and checklist for assistance with renewing your registration
UEI Backlog in SAM.gov
- It's important to note – there is a backlog issue associated with the SAM.gov UEI transition process
- New registrants should start the process well in advance of next April's reporting deadline
- Entities with SAM.gov registrations expiring in the next 190 days should start now to renew
