Expenditure Restraint Incentive Program (formerly Expenditure Restraint Program) - 2024 Budget Limit Notices

To: Municipal Clerks and Treasurers – ERIP Qualifiers

The Wisconsin Department of Revenue (DOR), State and Local Finance Division is notifying you of law changes that impact the 2024 Expenditure Restraint Incentive Program (ERIP) Budget Limit Notices.

2023 Wisconsin Act 19

  • Expenditure Restraint Program (ERP) – renamed to Expenditure Restraint Incentive Program (ERIP)
  • Budget Limit Notices – will not be posted on our website this year due to this law change

2023 Wisconsin Act 12

  • In 2025 – each municipality will receive the aid amount received in 2024
  • Note: Municipalities must file the 2024 ERIP worksheet in the spring of 2024
  • Although 2025 ERIP will equal your 2024 ERIP – you are required to file the 2024 ERIP worksheet to calculate the 2026 ERIP payment

Your municipality is required to e-file the 2024 ERIP worksheet if:

  • Your municipal-only 2023 property tax rate exceeds five mills
    • DOR will send notifications directly to municipalities that are eligible to file
    • Only eligible municipalities will be able to access the worksheet
  • Due date – May 1, 2024
  • DOR will use the 2024 ERIP worksheet to compare your 2024 budget with your 2025 budget to determine qualification for your 2026 payment
