The Wisconsin Department of Revenue (DOR), State and Local Finance Division posted the 2025 TIF forms and resources to our website. Use these updated forms for 2025 Tax Incremental District (TID) creation and amendment requests.

Base Value Workbook – updated to:
- Remove macros
- Ensure consistent formatting – users can add rows but cannot delete rows
- Legal requirements forms –

- Updated taxing jurisdiction hearing notification method due to 2023 Act 138
- For municipal TIDs – mail or email the public hearing notice to taxing jurisdictions. First class mail is no longer required.
- Law change does not apply to town TIDs created under sec. 60.85, Wis. Stats.

Reminders:
- Base Value Workbook (for creations and territory addition amendments) – make sure:
- To include all parcels (in the TID or being added) on the forms; the map and forms must match
- Parcels and values match the 2025 assessment roll
- Road or railroads cannot create contiguity – roads or railroads, whether they have a parcel number or not, must be bounded by TID parcels
- Legal documents – make sure:
- TID amendments – include the amendment purpose and cost in public hearing notice
- To notify special districts in the proposed TID of the public hearing
- Special districts include sewer, sanitary or lake protection districts
- Project plan – make sure:
- Maps are clear and legible
- To explain which parcels are newly platted residential for Mixed-use TIDs
- Provide the existing and future uses maps for DOR to confirm the newly platted residential percentage
- To provide all required information – review
